Caltech's librarians are actively engaged in teaching, consultations, focused data analysis, scientometrics, collaborative planning, and other responsibilities that leave us little time for the type of quiet observation required by proctoring. That said, on a case-by-case basis we have proctored exams for Caltech faculty, staff, and students where time and exam requirements permit.
It sounds like the direct Caltech affiliation is not in place for the situation you are asking about. A cursory Google search on 'Certified Online Proctors' retrieves numerous entries that perhaps your institution would allow you to use?
