There is no limit on how many members may join your groups. No additional fees are charged for collaboration. Extremely large groups, however, may run into performance issues.
Closed public and private groups can use Zotero File Storage for file syncing as long as the group owner has storage space available and has enabled file editing in the group library settings. Group file storage always draws from the storage account of the group owner.
Each Zotero user is given 300 MB of free cloud Zotero File Storage. Larger storage plans are available for purchase. Visit https://www.zotero.org/support/storage for more information.
