You can export export notes, PDFs, and tags from Mendeley and then import the items and information into Zotero only if you choose .bib as the export/import file type.

A word of caution: export/import from Mendeley to Zotero does not preserve Mendeley folders or the date you added a citation to Mendeley. If you want to preserve folders, it is best to export one folder at a time. If that's too time consuming or if you have an interest in including the date you added your citations to Mendeley, see Zotero's documentation on importing from Mendeley for a more detailed discussion on export/import tools.
